Bedford Little League has a proud post season over our 58 year history including multiple district championships, state championships, a regional championship and an appearance in the Little League World Series in Williamsport, PA.
 

Postseason All-Star Teams & Selection Process Summary for 2016 Tournament Season

 

The purpose of this document is to generally describe the postseason All-Star teams Bedford Little League (BLL) intends to create for the tournament season (i.e., postseason) and to generally describe the postseason selection process for Managers, Coaches and players of such teams as approved by the BLL Board of Directors.  With respect to the District Teams (as described below), specific Rules, Regulations and Policies of Little League International (LLI) are applicable.

 

1.         Postseason Goal:

 

The common goal for all tournament BLL All-Star teams is to advance in tournament play as far as the players’ collective abilities allow.  BLL encourages the maximum number of players be placed on all teams, without compromising the competitiveness of the team.  BLL supports its Managers and Coaches in determining all team and game management decisions, including, but not limited to, the number of players on the roster, playing time, positions and batting orders, all subject to any applicable LLI Tournament Rules or other applicable tournament rules.

Additionally, BLL believes that the goals for any BLL All-Star Manager and Coach should always consist of the following:

  1. Teach your players how to play the game of baseball the right way;
  2. Have a positive impact on them as young players; and
  3. Exhibit class and sportsmanship at all times.

 

To quote St. Louis Cardinals manager Mike Matheny during a summer of coaching his son’s Little League all-star team, “We may not win every game, but we will be the classiest coaches, players, and parents in every game we play.  The boys are going to play with a respect for their teammates, opposition, and the umpires no matter what.”

2.         Teams Generally:

            a.         District Teams:

LLI offers competitive postseason tournaments for three (3) separate divisions, and BLL will enter a single team into each one of these tournaments.  BLL refers to these three (3) teams as follows:

District 12/11 Team;

District 11/10 Team; and

District 10/9 Team.

Players league age 12 and 11 playing in BLL’s Majors Division may be eligible for selection to the District 12/11 Team.

 

Players league age 11 and 10 playing in BLL’s Majors Division may be eligible for selection to the District 11/10 Team.

 

Players league age 10 and 9 playing in BLL’s Majors Division or Minors AAA Division may be eligible for selection to the District 10/9 Team.

 

The rosters of each of the District 12/11 Team and the District 11/10 Team will be released on or about June 3rd.  The roster of the District 10/9 Team will be released on or about June 8th.

 

***Note that each player on a District Team must be eligible by meeting LLI criteria for “Residency and School Attendance Player Eligibility Requirement” and “Player Participation in Other Programs”.  Additionally, each player on the roster of a District Team must play in at least 60% of such player’s BLL regular season games as of June 15th.  In the event of injury or illness preventing such participation, a physician’s note must be provided to BLL in order for such player to be eligible to be selected.***

            b.         Matty Dobens Teams:

Manchester South Little League has historically offered a competitive “live ball” postseason tournament known as the “Matty Dobens Tournament”.  This tournament has also historically included a team skills challenge.  BLL plans to enter two (2) teams into this tournament consisting of players league ages 10, 9 and 8.  BLL refers to these two (2) teams as follows:

 

Matty Dobens 9 Team; and

Matty Dobens 10/9 Team.

 

Players league age 9 and 8 playing in BLL’s Minors AAA Division may be eligible for selection to the Matty Dobens 10/9 Team.

 

Players league age 10, 9 and 8 playing in BLL’s Minors AAA Divisions may be eligible for selection to the Matty Dobens 10/9 Team.

 

The rosters of each of the Matty Dobens Teams will be released on or about June 8th.

 

            c.         Jimmy Fund Teams:

 

The New Hampshire Little League District One office offers non-competitive “live ball” round robin pool play against other teams from local leagues within District One.  BLL plans to enter one or more teams into this pool play consisting of players from BLL’s Minors AAA & AA Divisions.  The number of teams BLL will enter will depend upon the number of players interested in participating and the number of volunteers interested in managing and coaching.  BLL refers to these teams as Jimmy Fund Teams.

 

Players league age 10, 9 and 8 playing in BLL’s Minors AAA or AA Divisions may be eligible for selection to a Jimmy Fund Team.

 

            d.         Other Teams:

 

There may be other postseason playing opportunities for BLL players.  BLL will explore these opportunities and gauge interest from potential Managers, Coaches and players.

 

3.         Registration, Evaluation, Player Eligibility & Commitment:

 

            a.         Registration:

 

To be eligible for a postseason team, a parent/guardian of each player interested in playing postseason baseball must complete a registration for such player on or before May 20th (or such later date as determined by BLL in its sole discretion) at www.bedfordll.com.

 

***Note that timely registration is the only way to ensure a player’s name is included on the voting ballot for the District 12/11 Team and/or the District 11/10 Team (see below for a description of the selection process for these District Teams).***

 

As part of the registration process, you will be able to indicate each team for which the player is eligible and interested in playing.

 

***Note that if more than one team is indicated during registration and the player is selected for a particular team, then the player may only play for the team for which he was selected and will not have the ability to choose to play for a different team.***

 

Also, any planned vacation time must be disclosed during registration and will be considered during the player selection process, including by the BLL’s Board of Directors as part of ratifying, confirming and approving the roster of a team.

 

***Note that each of the District Teams requires a 100% time commitment (see below for more details).***

 

The registration fee for postseason play is $150 per player regardless of the team.  This fee must be paid within one (1) week after the applicable roster has been announced.

 

            b.         Evaluation:

 

***Only players league age 10 or 9 who play in BLL’s Majors Division or Minors AAA Division and who wish to be considered for the District 10/9 Team need to attend evaluation on June 1st at the BLL Complex on Nashua Road (June 3rd is the tentative rain date).  Attending evaluation is mandatory for a player to be chosen for any of the first 10 roster spots of the District 10/9 Team (see below for a description of the selection process for the District 10/9 Team).  BLL intends to use a third party to evaluate players in order to assist BLL with this selection process.***

 

***Players only interested in, or only eligible for, playing for a Matty Dobens Team or a Jimmy Fund Team do not need to attend evaluation.***

 

            c.         Commitment for District Teams:

 

Each District Team plays and practices a minimum of 5 days/nights per week.  There is a 100% time commitment expected with absences for illness and exigent circumstances being the exceptions.

 

Practices for a District Team may begin as soon as the day after the roster of such District Team is announced.  The Manager of a District Team will set the team’s practice schedule.

 

Playing time on a District Team is not equal and is subject to LLI Tournament Rules which only mandate certain minimum playing requirements.  BLL and the Managers and Coaches of a District Team will not entertain any discussions with, or any complaints from, parents/guardians with respect to playing time, the batting order and/or positions.

 

            d.         Commitment For Matty Dobens Teams:

 

These teams play and practice a minimum of 4 days/nights per week.  There is a 90% time commitment expected for practices and a strong desire for a 100% time commitment for games with absences for illness, exigent circumstances and family vacations being the exceptions.

 

Playing time is expected to be generally equitable with a focus on player development.  BLL and its Managers and Coaches will not entertain any discussions with, or any complaints from, parents/guardians with respect to playing time, the batting order and/or positions.

 

            e.         Commitment for Jimmy Fund Teams:

 

These teams play and practice a minimum of 4 days/nights per week.  There is a 75% time commitment expected for practices and games with absences for illness, exigent circumstances and family vacations being the exceptions.

 

Playing time is expected to be equitable with a focus on player development.  BLL and its Managers and Coaches will not entertain any discussions with, or any complaints from, parents/guardians with respect to playing time, the batting order and/or positions.

 

            f.          Player Conduct Generally:

 

Player conduct on every postseason team must always be upstanding.  Managers and Coaches will inform BLL of any player who compromises the reputation or good standing of BLL and/or its teams.

 

4.         Manager and Coach Eligibility & Selections:

 

            a.         Managers & Coaches of District Teams:

 

Regular season Managers and Coaches (excluding Assistant Coaches) from BLL’s Majors Division regular season teams are eligible to be the Manager or a Coach of the District 12/11 Team or the District 11/10 Team.

 

Regular season Managers and Coaches (excluding Assistant Coaches) from BLL’s Majors Division or Minors AAA Division regular season teams are eligible to be the Manager or a Coach of the District 10/9 Team.

 

            b.         Managers & Coaches of Matty Dobens Teams:

 

Regular season Managers and Coaches (including Assistant Coaches) from BLL’s Majors Division and Minors AAA Division regular season teams are eligible to be the Manager or a Coach of a Matty Dobens Team.

 

            c.         Managers & Coaches of Jimmy Fund Teams:

 

Regular season Managers and Coaches (including Assistant Coaches) from BLL’s Minors AAA or AA Divisions are eligible to be the Manager or a Coach of a Jimmy Fund Team.

 

            d.         Manager Application Submissions:

 

An eligible regular season Manager or Coach interested in managing a postseason team must submit an application and request to be considered as a Manager for such postseason team.  The application and request should be directed to BLL’s President Jeremy Hinton ( ) and BLL’s Postseason Coordinator Joe Riccio ( ) on or before May 9th.  The required contents of the application and the request will be communicated by BLL’s Vice President and Coaching Coordinator Kevin O’Connor.

 

            e.         Manager Selection for District Teams and Matty Dobens Teams:

 

Any potential candidate to manage a District Team or a Matty Dobens Team must attend a meeting of the BLL Board of Directors on Monday May 16th beginning at 8 pm at the BLL Complex on Nashua Road and be prepared, at the request of the Board, to make a presentation no longer than ten (10) minutes, and answer questions, in support of his/her candidacy.  The Board will then select a Manager for each of the District Teams and each of the Matty Dobens Teams.

 

***Please note that in making its selection of a Manager of a particular team the Board will consider whether or not a candidate’s child has the ability to play on such particular team based upon any information the Board has available.***

 

            f.          Manager Selection for Jimmy Fund and Other Teams:

 

The Board will select a Manager for each Jimmy Fund Team and any other postseason team that may be formed.

 

            g.         Coach Selections:

 

The Manager of a postseason team will select at least two (2) rostered Coaches for such team from the otherwise eligible regular season Managers and Coaches; provided that each District Team may not have more than two (2) rostered Coaches.  Limitations on the amount of rostered Coaches for a Matty Dobens Team, a Jimmy Fund Team or any other postseason team may be imposed by the applicable organizations governing the applicable tournament, and BLL will inform the Manager of such postseason team of any such limitations so that the Manager may select the number of rostered Coaches accordingly.

 

5.         Player Selections:

 

            a.         Order:

 

The District Teams and the Matty Dobens Teams shall be selected in the following order:

 

  1. District 12/11 Team;
  2. District 11/10 Team;
  3. District 10/9 Team;
  4. Matty Dobens 9 Team; and
  5. Matty Dobens 9/10 Team.

 

            b.         District 12/11 Team:

 

For Roster Spots #1-5:

 

The name of each registered player indicating interest in playing for the District Team 12/11 Team will be placed on a ballot for such District Team.  Every player in the Majors Division, each Manager of a Majors Division team, and each of the two (2) rostered Coaches of each Majors Division team will be entitled to vote for not more than twelve (12) players for the District 12/11 Team.  Completed ballots must be submitted to BLL no later than May 24th or such later date as determined by the Board in its sole discretion.

 

After tallying the votes from all such completed ballots, at a special Board meeting to be held on June 1st, the top five (5) vote getters will automatically be added to the roster of the District 12/11 Team.  If there is a tie for one or more of these roster spots, then the Manager of such District Team will decide which player(s) will be added to fill such roster spot(s).

 

For Roster Spots #6-10:

 

At a special Board meeting to be held on June 1st each Majors Division regular season team (as represented by its Manager, a rostered Coach or other designee) will vote for eligible players for the District Team 12/11 Team in accordance with the following:

 

  1. The names of players added to Roster Spots #1-5 for such District Team and the names of players receiving no votes as part of determining Roster Spots #1-5 for such District Team as set forth above will be removed from the ballot of eligible players for such District Team.
  2. Managers and/or Coaches of each Majors Division regular season team are encouraged to advocate for any player remaining on the ballot that such Manager or Coach reasonably believes deserves consideration.
  3. The Manager of such District Team is encouraged to describe any needs (e.g., pitching, catching, fielding, batting, speed, etc.) and the combination thereof that the Manager feels he needs to have a successful tournament.
  4. For each round of voting, each Majors Division regular season team will vote for a number of players equal to the number of Roster Spots #6-10 for such District Team that remain open by indicating the name of a different player for each such roster spot.
  5. If during a particular round of voting a player receives votes from at least 75% of the Majors Division regular season teams, then such player will be added to the roster of such District Team and such player’s name will be removed from the ballot.
  6. Any player not receiving any votes after a round of voting will be removed from the ballot of such District Team for all subsequent rounds of voting.
  7. If no player is added to the roster of such District Team after any three (3) consecutive rounds of voting, then any player who receives votes from at least 50% of the Majors Division regular season teams in the immediately succeeding voting round(s) will be added to the roster of such District Team at which time such player’s name will be removed from the ballot and the voting requirement will revert to at least 75% of the Majors Division regular season teams.
  8. Steps 1-7 are repeated as needed until all of Roster Spots #6-10 for such District Team are filled.

 

For Remaining Roster Spots:

 

The Manager of the District 12/11 Team will select the players for the remaining roster spots of such District Team.

 

            c.         District 11/10 Team:

 

The name(s) of any player league age 11 selected to the District 12/11 Team will be removed from the ballot of the District 11/10 Team if included on such ballot.

 

For Roster Spots #1-5:

 

The name of each registered player indicating interest in playing for the District Team 11/10 Team will be placed on a ballot for such District Team.  Every player in the Majors Division, each Manager of a Majors Division team, and each of the two (2) rostered Coaches of each Majors Division team will be entitled to vote for not more than twelve (12) players for the District 11/10 Team.  Completed ballots must be submitted to BLL no later than May 24th or such later date as determined by the Board in its sole discretion.

For Roster Spots #6-10:

 

At a special Board meeting to be held on June 1st each Majors Division regular season team (as represented by its Manager, a rostered Coach or other designee) will vote for eligible players for the District Team 11/10 Team in accordance with the following:

 

  1. The names of players added to Roster Spots #1-5 for such District Team and the names of players receiving no votes as part of determining Roster Spots #1-5 for such District Team as set forth above will be removed from the ballot of eligible players for such District Team.
  2. Managers and/or Coaches of each Majors Division regular season team are encouraged to advocate for any player remaining on the ballot that such Manager or Coach reasonably believes deserves consideration.
  3. The Manager of such District Team is encouraged to describe any needs (e.g., pitching, catching, fielding, batting, speed, etc.) and the combination thereof that the Manager feels he needs to have a successful tournament.
  4. For each round of voting, each Majors Division regular season team will vote for a number of players equal to the number of Roster Spots #6-10 for such District Team that remain open by indicating the name of a different player for each such roster spot.
  5. If during a particular round of voting a player receives votes from at least 75% of the Majors Division regular season teams, then such player will be added to the roster of such District Team and such player’s name will be removed from the ballot.
  6. Any player not receiving any votes after a round of voting will be removed from the ballot of such District Team for all subsequent rounds of voting.
  7. If no player is added to the roster of such District Team after any three (3) consecutive rounds of voting, then any player who receives votes from at least 50% of the Majors Division regular season teams in the immediately succeeding voting round(s) will be added to the roster of such District Team at which time such player’s name will be removed from the ballot and the voting requirement will revert to at least 75% of the Majors Division regular season teams.
  8. Steps 1-7 are repeated as needed until all of Roster Spots #6-10 for such District Team are filled.

 

For Remaining Roster Spots:

 

The Manager of the District 11/10 Team will select the players for the remaining roster spots of such District Team.

 

            d          District 10/9 Team:

 

The name(s) of any player league age 10 selected to the District 11/10 Team will be removed from consideration for the District 10/9 Team.

 

For Roster Spots #1-5:

 

The eligible players with the top five (5) evaluation scores will automatically be added to the roster of the District 10/9 Team.  If there is a tie for one or more of these roster spots, then the Manager of the District 10/9 Team will decide which player(s) will be added to fill such roster spot(s).

 

For Roster Spots #6-10:

 

At a special Board meeting to be held on June 6th each Majors Division and each Minors AAA Division regular season team (as represented by its Manager, a rostered Coach or other designee) will vote for eligible players in accordance with the following:

 

  1. Managers and/or Coaches of each Majors Division and each Minors AAA Division regular season team are encouraged to advocate for any eligible player that such Manager or Coach reasonably believes deserves consideration.
  2. The Manager of the District 10/9 Team is encouraged to describe any needs (e.g., pitching, catching, fielding, batting, speed, etc.) and the combination thereof that the Manager feels he needs to have a successful tournament.
  3. For each round of voting, each Majors Division and each Minors AAA Division regular season team will vote for a number of players equal to the number of Roster Spots #6-10 that remain open by indicating the name of a different player for each such roster spot.
  4. If during a particular round of voting a player receives votes from at least 75% of the Majors Division and Minors AAA Division regular season teams, then such player will be added to the roster of the District 10/9 Team.
  5. Any player not receiving any votes after a round of voting will be removed from consideration for all subsequent rounds of voting and such player’s name will be removed from consideration for future rounds of voting.
  6. If no player is added to the roster of the District 10/9 Team after any three (3) consecutive rounds of voting, then any player who receives votes from at least 50% of the Majors Division and Minors AAA Division regular season teams in the immediately succeeding voting round(s) will be added to the roster of the District 10/9 Team at which time such player’s name will be removed from consideration for future rounds of voting and the voting requirement will revert to at least 75% of the Majors Division and the Minors AAA Division regular season teams.
  7. Steps 1-6 are repeated as needed until all of Roster Spots #6-10 for such District Team are filled.

 

For Remaining Roster Spots:

 

The Manager of the District 10/9 Team will select the players for the remaining roster spots of such District Team.

 

            e.         Matty Dobens 9 Team:

 

The name(s) of any player league age 9 selected to the District 10/9 Team will be removed from consideration for the Matty Dobens 9 Team.

 

For Roster Spots #1-10:

 

At a special Board meeting to be held on June 6th each Minors AAA Division regular season team (as represented by its Manager, a rostered Coach or other designee) will vote for eligible players in accordance with the following:

 

  1. Managers and/or Coaches of each Minors AAA Division regular season team are encouraged to advocate for any eligible player that such Manager or Coach reasonably believes deserves consideration.
  2. The Manager of the Matty Dobens 9 Team is encouraged to describe any needs (e.g., pitching, catching, fielding, batting, speed, etc.) and the combination thereof that the Manager feels he needs to have a successful tournament.
  3. For each round of voting, each Minors AAA Division regular season team will vote for a number of players equal to the number of Roster Spots #1-10 that remain open by indicating the name of a different player for each such roster spot.
  4. If during a particular round of voting a player receives votes from at least 75% of the Minors AAA Division regular season teams, then such player will be added to the roster of the Matty Dobens 9 Team and such player’s name will be removed from consideration for all subsequent rounds of voting.
  5. Any player not receiving any votes after a round of voting will be removed from consideration for all subsequent rounds of voting.
  6. If no player is added to the roster of the Matty Dobens 9 Team after any three (3) consecutive rounds of voting, then any player who receives votes from at least 50% of the Minors AAA Division regular season teams in the immediately succeeding voting round(s) will be added to the roster of the Matty Dobens 9 Team at which time the player’s name will be removed from consideration for all subsequent rounds of voting and the voting requirement will revert to at least 75% of the Minors AAA Division regular season teams.
  7. Steps 1-6 are repeated as needed until all of Roster Spots #1-10 of the Matty Dobens 9 Team are filled.

 

For Remaining Roster Spots:

 

The Manager of the Matty Dobens 9 Team will select the players for the remaining roster spots of the Matty Dobens 9 Team.

 

            f.          Matty Dobens 10/9 Team:

 

The name(s) of any player league age 10 or 9 selected to the District 10/9 Team or the Matty Dobens 9 Team will be removed from consideration for the Matty Dobens 10/9 Team.

 

For Roster Spots #1-10:

 

At a special Board meeting to be held on June 6th each Minors AAA Division regular season team (as represented by its Manager or a rostered Coach) will vote for eligible players in accordance with the following:

 

  1. Managers and/or Coaches of each Minors AAA Division regular season team are encouraged to advocate for any eligible player that such Manager or Coach reasonably believes deserves consideration.
  2. The Manager of the Matty Dobens 10/9 Team is encouraged to describe any needs (e.g., pitching, catching, fielding, batting, speed, etc.) and the combination thereof that the Manager feels he needs to have a successful tournament.
  3. For each round of voting, each Minors AAA Division regular season team will vote for a number of players equal to the number of Roster Spots #1-10 that remain open by indicating the name of a different player for each such roster spot.
  4. If during a particular round of voting a player receives votes from at least 75% of the Minors AAA Division regular season teams, then such player will be added to the roster of the Matty Dobens 10/9 Team and such player’s name will be removed from consideration for all subsequent rounds of voting.
  5. Any player not receiving any votes after a round of voting will be removed from consideration for all subsequent rounds of voting.
  6. If no player is added to the roster of the Matty Dobens 10/9 Team after any three (3) consecutive rounds of voting, then any player who receives votes from at least 50% of the Minors AAA Division regular season teams in the immediately succeeding voting round(s) will be added to the roster of the Matty Dobens 10/9 Team at which time such player’s name will be removed from consideration for all subsequent rounds of voting and the voting requirement will revert to at least 75% of the Minors AAA Division regular season teams.
  7. Steps 1-6 are repeated as needed until all of Roster Spots #1-10 of the Matty Dobens 10/9 Team are filled.

 

For Remaining Roster Spots:

 

The Manager of the Matty Dobens 10/9 Team will select the players for the remaining roster spots of the Matty Dobens 10/9 Team.

 

          g.         Jimmy Fund Teams:

 

The roster for each Jimmy Fund Team will be determined by the Board.

 

6.       Board Ratification:

 

The Board must ratify, confirm and approve the final rosters of each postseason team.  At the applicable special Board meeting, the Board intends to ratify, confirm and approve the final rosters of the postseason teams.

 

***Note that the roster of any postseason team will not be finalized or announced by BLL until the Board has ratified, confirmed and approved the final roster of such postseason team.***

 

***Note that the results of the evaluation, voting, selection and/or ratification process for any postseason team will not be made publicly available by BLL, and BLL asks that all Board members, Managers and Coaches keep such information confidential.***
